Refurbishment or fit out: which one you need
Refurbishment upgrades a unit that already exists. Fit out builds the internal environment of a new shell, or adapts one for a new tenant.
A 2,000 m² unit in Dubai Industrial City that has run for eight years with a leaking roof, worn epoxy and no spare power needs refurbishment. A bare shell in JAFZA that needs racking, sprinklers and an office block from zero needs a fit out. Many jobs are both, and the difference changes the permit route, the consultant you need and the way the BOQ is written. Our guide to warehouse fit out in Dubai sets that line out in more detail.
What a warehouse refurbishment covers
Scope depends on the unit, but these line items drive almost every industrial refurbishment budget we price.
- Mezzanine floors: structural steel and deck, about AED 1,300 to AED 2,200 per m² including fire rating
- Flooring: 2 to 3 mm epoxy or PU screed at AED 65 to AED 130 per m², including diamond grinding and patch repair
- Roof and cladding: panel replacement, gutter and flashing repair, new skylights
- MEP: LV panel upgrades, LED high bay lighting, ventilation and compressed air lines
- Fire and life safety: sprinkler relocation, deluge, detection and hose reels
- Loading dock: dock levellers, seals and roller shutters
- Office within warehouse: 150 to 250 m² of glass partitioned block, around AED 1,600 to AED 2,500 per m²
- Racking coordination: the racking plan drives sprinkler spacing, so it has to be fixed before fire drawings go in
Move the racking after the sprinkler layout is approved and you pay for a second submission and a second inspection.
The office block inside an industrial unit is usually the highest cost per square metre in the whole refurbishment.
Warehouse refurbishment cost Dubai
Light cosmetic refurbishment runs AED 350 to AED 650 per m². Mid scope work runs AED 650 to AED 1,100 per m². Heavy structural and MEP scope runs AED 1,100 to AED 1,800 per m².
| Scope level | Typical works | Cost per m² |
|---|---|---|
| Light cosmetic | Repainting, patch epoxy, LED replacement, minor dock repair, deep clean | AED 350 to 650 |
| Mid scope | Full floor system, MEP upgrade, ceiling, fire modifications, small office block | AED 650 to 1,100 |
| Heavy structural and MEP | New mezzanine, roof replacement, sprinkler redesign, new LV room, dock rebuild | AED 1,100 to 1,800 |
Worked example, a 2,000 m² unit in Dubai Industrial City at mid scope:
- Strip-out, floor preparation and waste disposal: AED 150,000
- Epoxy floor system over 2,000 m²: AED 190,000
- Roof and cladding repair plus new skylights: AED 230,000
- MEP, LV upgrades, LED high bay and ventilation: AED 430,000
- Fire and life safety including sprinkler modification: AED 300,000
- Office block, 160 m² at AED 1,800 per m²: AED 288,000
- Loading dock, levellers and roller shutters: AED 95,000
- Site management, permits and prelims: AED 137,000
That totals AED 1.82 million, or AED 910 per m², which sits mid band. Rates in Sharjah and Abu Dhabi sit in the same bands, though longer crew travel and material haulage can add 3 to 8 percent to prelims for units in Hamriyah or KEZAD.
Approvals and permits
The moment your scope touches structure, fire systems, power or the office block, approvals come before the first day on site.
- Dubai Municipality or the free zone authority for the building modification permit
- Dubai Civil Defence for sprinklers, deluge, detection and hose reels
- Trakhees for JAFZA, Dubai Maritime City and other economic zone units
- DEWA for power upgrades in Dubai, SEWA in Sharjah, ADDC and AADC in Abu Dhabi
- Landlord NOC, plus gate and security clearance for every worker
- A contractor licence in the emirate where the work happens
Permit sequences on an existing industrial unit differ from a new fit out, and getting the order wrong is the most common reason a warehouse job stalls for six weeks. Our commercial fit out permit Dubai guide maps the 2026 route from NOC to completion certificate.
Timeline and phasing so the warehouse keeps shipping
A 2,000 m² mid scope refurbishment takes 10 to 14 weeks from survey to DCD final inspection. Cosmetic work finishes in 4 to 6 weeks. Heavy structural scope with a sprinkler redesign runs 16 to 24 weeks.
- Existing condition survey and racking plan review, week 1
- Permit drawings, DCD submission and material procurement, weeks 2 to 5
- Zone A strip-out and floor works while Zone B stays fully operational
- Handover of Zone A back to operations, then the same sequence in Zone B
- MEP and fire tie-ins during a shutdown weekend agreed with your operations manager
- Snagging, DCD final inspection and handover of as-built drawings and test certificates, weeks 12 to 14
Night shifts and weekend shutdowns carry out of hours rates, usually 15 to 25 percent on the labour element. That is still cheaper than a week of lost dispatch, and on running sites we keep the same crew on the same zone so nothing slips between shifts.
The site was clean when they left. We needed them fast on a running job. They finished the renovation on time. Good work from start to end. Davranbek Tashbayev, 5 stars
Handover quality on the office block usually decides whether the whole refurbishment signs off without a second visit.
Choosing a warehouse refurbishment company in Dubai
Get three itemised BOQs built on the same scope. A lump sum with no quantities cannot be compared and cannot be defended when variations arrive.
- Measured quantities per zone, in m², linear metres and units
- The exact floor system, substrate preparation and thickness
- Fire scope, who designs it and who submits to DCD
- An MEP load schedule based on your existing supply
- Racking plan reference number and sprinkler spacing
- Provisional sums for roof and cladding repair, flagged clearly
- Payment milestones tied to progress, not to calendar dates
An in-house workforce matters more on a live site than on a quiet one. Every worker needs a gate pass, a safety induction and a permit to work at height. A contractor running five subcontractor crews through that process loses days every week, and those days are your throughput. We keep 50+ specialists on our own licence for that reason, led by project managers who stay on the same unit from survey to handover.
I have seen the work and site coordination of Monde Arabian Building Contracting LLC, and I can say their team is professional and well organized. hayat Berhe, 5 stars

Frequently asked questions
How much does warehouse refurbishment cost in Dubai?
Light cosmetic refurbishment costs AED 350 to AED 650 per m², mid scope work AED 650 to AED 1,100 per m², and heavy structural plus MEP scope AED 1,100 to AED 1,800 per m². A 2,000 m² mid scope unit typically lands between AED 1.7 million and AED 1.9 million depending on roof condition and dock repairs.
How long does a warehouse refurbishment take?
Cosmetic work on a 2,000 m² unit takes 4 to 6 weeks. Mid scope refurbishment takes 10 to 14 weeks, and heavy structural work with a sprinkler redesign takes 16 to 24 weeks. Permit time is included in those figures, which is why starting the DCD submission early matters more than anything else.
Do I need Dubai Civil Defence approval to refurbish a warehouse?
Yes, if you touch sprinklers, deluge, detection or any fire rated element. You also need a building modification permit from Dubai Municipality or Trakhees for units in JAFZA and other economic zones, plus DEWA approval for any increase in connected load.
Can the warehouse stay operational during refurbishment?
Yes, and a phased plan is usually the cheapest option on a running site. We split the unit into zones, finish one and hand it back before starting the next, and schedule noisy or dusty work for night shifts. Your dispatch keeps moving while the refurbishment happens around it.
How much does epoxy flooring cost in a Dubai warehouse?
A 2 to 3 mm epoxy or PU screed typically costs AED 65 to AED 130 per m², including diamond grinding, crack repair and a primer coat. Heavy abrasion zones, ramp nosings and line marking push the figure toward the top of that range.
