Four authorities control a shop or office fit out in Dubai, and your landlord controls site access. Dubai Municipality issues the fit out permit for interior works. Dubai Civil Defence clears fire and life safety. DEWA handles power, water and metering. DET controls the trade licence activity that lets you trade from the address. Free zone units swap the first and last of those for the zone authority.

Step 1: get the DET trade licence activity right

DET fit out approval Dubai starts with wording, not drawings. The licence activity has to describe what happens inside the unit. A general trading licence does not unlock a commercial kitchen. An office of a company activity does not cover a retail counter or a salon. If the wording is wrong, Dubai Municipality will not issue a permit for the use.

Get the activity amended before submittal. DET activity amendments typically cost AED 600 to AED 1,200, plus external approvals for regulated trades such as food, health or education. Add the branch or the new address at the same time so the licence, the Ejari and the drawings all match.

This is also where a contractor's own licence pays off. When the fit out company holds a valid contracting licence and is named on the permit, you avoid a chain of subcontractor NOCs and there is one legal entity answerable for the site.

Step 2: the Dubai Municipality fit out permit

The Dubai Municipality fit out permit is the main building approval for interior works. It is submitted online by an approved consultant and the drawings carry that consultant's stamp. Review covers structure, means of escape, ceiling and partition materials, MEP layout and how the works affect the base building.

The commercial fit out process runs like this:

  1. Confirm the licence activity and add the unit address.
  2. Sign the tenancy and collect the landlord or mall NOC.
  3. Appoint an approved consultant and produce the drawing set.
  4. Submit to Dubai Municipality with the NOC, licence and title documents.
  5. Answer the comment round, revise drawings and pay the permit fee.
  6. Receive the permit card, post it on site and start work.

Step 3: Civil Defence and DEWA approvals

Dubai Civil Defence fit out approval is about people getting out and fire not spreading. It covers exit routes, travel distance, door swing and width, fire rated partitions, alarm and detection, emergency lighting, sprinkler coverage and signage. Food and beverage units add kitchen hood suppression, gas isolation and duct cleaning access.

DEWA fit out connection Dubai work covers the electrical load application, meter position, sub main, earthing, water supply and, for kitchens, the grease trap and drainage. DEWA inspects before it energises, so the electrical inspection has to happen after the fit out is finished, not before.
