What is an office fit-out? Shell & Core, Cat A, Cat B
An office fit-out is the complete interior construction that makes a commercial space ready for occupation. Developers typically hand over a unit as shell and core – a bare concrete box with main risers for water and electricity but no internal finishes. From there you move through two stages.
Shell and core
A raw space with external walls completed, main MEP service points, and maybe a basic lobby. Everything inside – ceilings, raised floors, HVAC ducts, lighting, fire alarms – is missing. This is what you find when you take possession of a new unit in JLT or Business Bay.
Cat A fit-out
A Cat A fit-out finishes the base building services. It installs suspended ceilings, HVAC grilles, fire protection, basic lighting, raised floors, and sometimes a kitchenette or WC block. The space looks plain but functional. A Cat A finish is common when landlords want to show a “white box” ready for tenant customisation.
Cat B fit-out
This is where the workspace gets its identity. A Cat B fit-out adds partition walls, doors, final floor finishes, decorative lighting, furniture, IT cabling, kitchen fit-out, branding, and all occupant-specific MEP. In Dubai, a Cat B project typically takes 4 to 12 weeks depending on size and complexity.

Dubai office fit-out approval process (DED, DM, Trakhees)
Every office fit out in Dubai needs approval from the relevant authority before you can start on site. The exact body depends on where your office is located.
- Confirm jurisdiction – Free zones like DMCC or DIFC have their own building control; mainland Malls and commercial buildings fall under Dubai Municipality; certain free zones use Trakhees (Palm Jumeirah, Discovery Gardens, JAFZA). For mainland offices trading under DED, the initial trade licence will already define the approval route.
- Appoint a registered fit-out contractor – The contractor must have a valid licence to submit drawings. Monde’s own licence allows us to apply directly, saving you brokerage delays.
- Prepare and submit drawings – Layout plans, reflected ceiling plans, MEP drawings, fire alarm and fire fighting designs, and material specifications. All must be stamped by a locally registered consultant if the authority requires it.
- Receive NOC and permits – Approval is typically issued within 10 to 14 working days after submission. Once you have the NOC, work can commence. Inspections follow at key stages: MEP first fix, ceiling close-up, and final handover.
- Final completion certificate – After passing all inspections, the authority issues a completion or occupancy certificate. Without it your DED tenancy contract cannot be finalised and your office is not legally occupiable.
The whole approval cycle adds roughly 2-3 weeks to your project timeline. Monde’s project managers handle all submission and follow-ups so you never sit on a site that’s ready but waiting for a stamp.
What's included in a typical office fit-out
A full turnkey Cat B package covers all the disciplines that turn a shell into a live workplace.
- MEP services: Main distribution boards, new DBs, light and power cabling, data points, ventilation duct work, chilled water FCUs, fresh air and exhaust, plumbing for pantry and WCs, fire alarm system, sprinkler modifications.
- Partitions and ceilings: Gypsum drywall partitions with acoustic insulation, glass partitions for meeting rooms, suspended ceiling grid with mineral fibre tiles, concealed grid for executive areas.
- Flooring: Raised access flooring (most common in Dubai open-space designs), vinyl tiles, carpet tiles, ceramic or porcelain in pantries.
- Joinery and furniture: Reception desk, pantry cabinets, workstations, ergonomic chairs, meeting room tables. Furniture selection alone can swing the budget by AED 200–400 per sq m.
- Finishes: Painting, wall cladding, blinds, signage, branding graphics.

Cost drivers and real AED numbers
Office fit-out costs in Dubai are rarely flat rates – they depend on three main factors: size, finish grade, and MEP complexity.
| Factor | Description | Typical AED per sq m |
|---|---|---|
| Economy grade | Simple partitions, standard carpet, basic lighting | 800–1,200 |
| Mid-range | Glass partitions, raised floor, quality furniture, smart lighting | 1,400–2,200 |
| Premium | Feature joinery, acoustic designs, BMS integration, high-spec finishes | 2,500–3,500+ |
A 200 sq m Cat B fit-out for a tech startup in Media City using a mid-range finish typically lands around AED 320,000–400,000. The same size space for a legal firm with more private offices, solid-core doors, and high-end joinery can touch AED 500,000. MEP upgrades drive the biggest variance: adding fresh air handler capacity, upgrading electrical load, or modifying sprinklers in a tall tower can add AED 30,000–80,000.

How Monde’s in-house team de-risks your project
Most office fit-outs in Dubai rely on a web of subcontractors. Monde structures it differently. Our 50+ specialists – electricians, plumbers, carpenters, painters – are full-time employees under our own visa and licence. Each project gets a dedicated project manager who remains your single point of contact from the first site survey to the final handover walk.
Because we control the labour, we control the schedule. There is no “subcontractor didn’t show up” surprise. A typical 300 sq m Cat B fit-out sits on a 6–9 week programme when approvals are in place, and our in-house capacity means we can double-shift trades when you need a compressed delivery for a DED tenancy deadline.
This model has delivered commercial spaces for offices, retail stores, and F&B across the UAE. You can browse completed office fit-out projects to see timelines and finished quality.
Frequently asked questions
How much does an office fit-out cost per square metre in Dubai?
Most office fit-outs in Dubai range from AED 800 to 3,500 per sq m depending on finish grade, MEP complexity, and furniture specification. A typical mid-range Cat B project for a 200 sq m space lands at AED 1,600–2,000 per sq m all in. What approvals are needed for office fit-out in Dubai?
You need an NOC from your building’s authority – typically Dubai Municipality, Trakhees, or a free zone body like DMCC. Your fit-out contractor submits detailed MEP and architectural drawings, and a completion certificate is issued after final inspection. Monde’s project managers manage this entire process, including tenancy contract attestation where required.
How long does an office fit-out take in Dubai?
A Cat B fit-out for a space under 500 sq m normally takes 4 to 12 weeks from start to handover. The timeline includes 2-3 weeks for drawing approvals and work that can proceed once the NOC is granted. With in-house labour, Monde often finishes faster than subcontractor-reliant companies.
What is the difference between Cat A and Cat B fit-out?
Cat A delivers the base building envelope: raised floors, suspended ceiling, basic lighting, HVAC, and fire systems. Cat B adds all tenant-specific elements: partitions, furniture, finishes, kitchen, IT, and branding. In Dubai, most tenants take a shell and core unit and request a single contract that covers both Cat A and Cat B.
Can Monde handle office renovation while we work from the space?
Yes. For phased renovation, our team can partition off active areas and work after hours or on weekends. Dust containment, temporary protection, and silent-method scheduling are part of every live-environment plan. We’ve delivered multiple office renovations in occupied buildings across DIFC, Media City, and Downtown without business interruption.
Do you offer design and build for office fit-outs?
Absolutely. Monde provides architectural concept, MEP design, and 3D visuals in-house, bundled into one fixed-price contract. This avoids the blame-shifting that happens when design consultants and contractors are separate. Explore more commercial fit-out guides or book a walkthrough.
