Warehouse refurbishment Dubai: scope, cost, approvals
A warehouse refurbishment in Dubai normally costs AED 120 to AED 400 per sq ft and takes 6 to 14 weeks on site. The lower end covers a cosmetic refresh, the upper end covers slab repairs, new roof and cladding, a mezzanine office block and a full MEP upgrade. What follows is the scope, the numbers and the approvals, in the order they hit a real project.

Warehouse refurbishment vs warehouse fit out in Dubai
Refurbishment upgrades a warehouse that is already built and in use. Fit out takes a shell handed over by the developer and turns it into a working facility for the first time.
The two overlap on MEP and finishes, which is why they get confused. The difference sits in the starting condition. A refurbishment survey has to deal with what is already there: worn racking lines, a damaged slab, an ageing sprinkler grid, a roof past its service life. A fit out starts from an approved shell and builds the internal systems from zero.
- Choose refurbishment when the unit has been operational and the envelope, slab or MEP is failing.
- Choose fit out when the unit is a new shell with no flooring, no power distribution and no fire systems inside.
- Choose both when you take an old unit, strip it back and deliver a new operation inside the same envelope.
If your job is a shell to operational conversion, read our warehouse fit out in Dubai guide first, then come back here for the refurbishment side. Both routes need the same permit discipline, and our commercial fit out guides index covers the rest of the process.
What a warehouse refurbishment usually covers
The scope is almost always a mix of six packages. Units in Al Quoz, Dubai Industrial City and the Jebel Ali corridor typically need at least four of them.
Floor slab repairs and industrial coatings
Grinding out spalled joints, crack injection, re-levelling and then an epoxy or PU cement system at 3 to 5 mm. Budget AED 18 to AED 30 per sq ft for a properly prepared coated slab with line marking.
Racking and mezzanine structures
Re-siting existing racking, adding a hot-rolled steel mezzanine with chequer plate or concrete deck, and tying the loads back into the slab. Mezzanine work is the single biggest variable in a refurbishment budget.
Roof and cladding
Insulated panel or standing seam replacement, gutter and downpipe repairs, new translucent skylight panels and uprated insulation. In a Dubai summer this package pays for itself in cooling load.
Loading dock and yard works
Dock levellers, seals and shelters, wheel guides, ramp repairs, external hardstanding, drainage gullies and yard line marking.
In-warehouse offices and amenity blocks
Partitioned offices, meeting rooms, pantry, toilets and changing facilities, each on its own AC zone so staff comfort does not depend on warehouse air.
MEP
HVAC, three-phase distribution and busbar, high-bay LED lighting on daylight-linked controls, fire alarm, sprinkler reconfiguration and, in older units, a DEWA supply upgrade.

Warehouse refurbishment cost in Dubai: a worked example
Budget AED 120 to AED 200 per sq ft for a light refresh, and AED 250 to AED 400 per sq ft for a full refurbishment that includes a mezzanine office block.
Take a 20,000 sq ft unit in Dubai Industrial City. A light refresh at AED 150 per sq ft lands at roughly AED 3 million: coatings, lighting, minor MEP, fresh paint and a yard tidy. A full refurbishment at AED 300 per sq ft lands at roughly AED 6 million, and the split shows where it goes.
- Slab repair and industrial epoxy: AED 500,000
- Roof and cladding replacement: AED 1,100,000
- Racking re-siting and steel mezzanine: AED 1,400,000
- Dock levellers, yard and hardstanding: AED 700,000
- 2,000 sq ft in-warehouse offices and amenities: AED 1,200,000
- MEP including HVAC, power, lighting and fire: AED 900,000
- Preliminaries, project management, waste and permits: AED 200,000
Three things move the number more than anything else. Existing condition, because a slab that has failed in three bays costs several times more than one that has failed in one. Uptime requirement, because night shifts and phased handovers add supervision and out-of-hours rates. Mezzanine span, because steel tonnage and the structural works below it scale with span, not with floor area. In Sharjah and the northern emirates the same scope often lands 10 to 15 percent lower on labour, with slightly longer material lead times.

Approvals for industrial warehouse refurbishment in Dubai
Permits depend on where the unit sits. DET handles mainland units, the free zone authority handles its own zones, and Dubai Civil Defence signs off anything structural or fire related.
- DET for mainland units, including the fit out permit and contractor registration before mobilisation.
- Dubai Development Authority for TECOM, Dubai Internet City and other DDA zones.
- Dubai Civil Defence for mezzanine structures, fire-rated steel coatings, sprinkler and alarm alterations, and any change to escape routes.
- Trakhees and DP World for Jebel Ali Free Zone and port-adjacent units, where access control and gate passes are part of the programme.
- DEWA for supply upgrades, and Dubai Municipality for trade waste and external works near the boundary.
Pull the permit list before you sign a contract, not after. A mezzanine built ahead of Civil Defence approval is a demolition order, not a mezzanine. Our commercial fit out permits in Dubai guide maps each authority to the submission it expects.
Refurbishing while the warehouse keeps operating
You can refurbish a live warehouse, but the works must be phased and the power and fire systems isolated bay by bay. The working rule is one clean, one working.
- Survey and bay marking. Load ratings and existing services are logged, then the floor is divided into work bays.
- Enablement. Temporary power, temporary lighting, hoarding and a segregated fire escape route go in first.
- Slab and coating, bay by bay. Racking in live bays stays loaded and aisle traffic is rerouted around the hoarding.
- Roof and cladding. Usually night shifts, so the building is sealed against heat and rain before the next working day.
- Mezzanine and office block. Steel erection and fit out in the cleared bays, with hot works permits and a fire watch.
- MEP cutover. Distribution, sprinkler and alarm changes happen in agreed shutdown windows, often Friday or overnight.
- Handover bay by bay, so operations never stop across the whole site.
On timing, a light refresh runs 6 to 8 weeks, a mid-scope refurbishment 8 to 11 weeks, and a full refurbishment with mezzanine offices 10 to 14 weeks. Approvals account for 3 to 5 weeks of that, so submit early.
Why an in-house licensed contractor matters
On a live refurbishment the risk is rarely the drawing. It is the coordination. An in-house team of 50+ specialists under our own licence means the flooring crew, the steel erectors and the MEP team sit on our payroll and our programme, not on three subcontractors chasing each other through the same roller shutter.
Muhammad Karim's review covers a small job but makes the point that matters on a live site:
The new ceiling looks clean and straight. They finished in one day and did not delay us. Good work for a small job. Muhammad Karim, 5 stars
Davranbek Tashbayev's review is closer to a warehouse programme:
The site was clean when they left. We needed them fast on a running job. They finished the renovation on time. Good work from start to end. Davranbek Tashbayev, 5 stars
Monde holds a Google rating of 5 from 3 reviews and delivers commercial renovation and fit out across the UAE. If you are scoping a unit, talk to a commercial fit out contractor in Dubai before the survey so the budget and the permit route are set in the right order.
Frequently asked questions
How much does warehouse refurbishment cost in Dubai?
A light refresh runs AED 120 to AED 200 per sq ft. A full refurbishment with mezzanine offices runs AED 250 to AED 400 per sq ft. On a 20,000 sq ft unit that is roughly AED 3 million for the refresh and AED 6 million for the full scope. Slab condition, roofing and mezzanine span are the three biggest drivers.
How long does a warehouse refurbishment take in Dubai?
Expect 6 to 14 weeks on site, depending on scope. Approvals add 3 to 5 weeks before mobilisation, so the full programme from survey to handover is closer to 9 to 19 weeks. Night work and phased handovers add time, not save it.
Do I need permits to refurbish a warehouse in Dubai?
Yes. Mainland units need a DET fit out permit, free zone units go through their own authority, and Dubai Civil Defence must approve any mezzanine, fire-rated coating, sprinkler or alarm change. Jebel Ali and port-adjacent units also need Trakhees or DP World clearance and gate passes for the workforce.
Can I keep operating while the warehouse is refurbished?
In most cases yes. The floor is split into work bays, temporary power and lighting go in, and roof or MEP work is done on night shifts or in agreed shutdown windows. Clients who cannot take any downtime usually accept a longer programme in exchange for a single live bay.
Is a mezzanine allowed in a Dubai warehouse?
Usually yes, subject to approval. You need a structural design with floor loading signed off, adequate headroom above and below, sprinkler coverage under the new deck, and Dubai Civil Defence sign off before fabrication. Free zone authorities and DET can add their own conditions on use and occupancy, so confirm the route before you buy steel.
