Sharjah municipality construction permit fees explained
A 3,000 sq ft office fit out in Sharjah usually carries AED 6,000 to AED 8,000 in Municipality permit fees, plus AED 2,000 to AED 4,000 for SEWA and Sharjah Civil Defence approvals. Here is what sits behind each line on that bill.

What work needs a Sharjah Municipality construction permit
New builds, interior fit outs and renovations of existing commercial units all need a permit before work starts. The Municipality runs them as separate categories on the same application system.
A new building starts from a plot and needs the full building permit set. A fit out covers partitions, ceilings, MEP and finishes inside a shell and core unit. A renovation means changes to layout, wiring, drainage or the permitted use, which is where fit out rules apply even though the unit already exists.
Repainting an occupied office or swapping loose furniture does not need a permit. Move a wall or add a socket circuit and it does.
A licensed commercial fit out contractor in Sharjah submits under their own trade licence, which keeps your file clean and moving.
What makes up Sharjah Municipality permit fees
Sharjah Municipality permit fees are a stack of fixed and area-based charges rather than one number. The fit out permit fee is usually the largest line, banded by floor area and by the type of work.
- Permit application and technical review: AED 200 to AED 500
- Fit out permit fee by area: roughly AED 20 to AED 60 per sq m for commercial interior work
- Inspection: first visit included, each re-inspection AED 250 to AED 500
- Knowledge and innovation levies: small per-transaction charges, typically AED 10 to AED 30
- Licensed contractor registration: AED 1,000 to AED 2,500 a year, held and renewed by the contractor
- Engineer and technician cards: AED 100 to AED 200 per card
- Signboard permit: AED 500 to AED 2,000 depending on sign size and position
Sharjah fit out permit fees also move with risk. A unit with a cooking line pulls in more fire and ventilation review than a plain office floor. Our commercial fit out guides cover the drawing and document side if you want to check your file before submission.
A worked example: 3,000 sq ft office fit out in Sharjah
Take a 3,000 sq ft office in Al Majaz, about 279 sq m, handed over in shell and core condition.
| Cost line | AED |
|---|---|
| Permit application and technical review | 350 |
| Fit out permit fee, 279 sq m at AED 25 per sq m | 6,975 |
| Knowledge and innovation levies | 40 |
| Engineer card for the site engineer | 150 |
| First Municipality inspection | included |
| Sharjah Civil Defence drawing approval and inspection | 1,800 |
| SEWA electrical load approval and inspection | 900 |
| Indicative total | 10,215 |
Budget AED 11,000 to absorb one re-inspection and a small variation. Add AED 750 if the unit gets a new exterior signboard. A similar scope in a Dubai free zone is priced differently through DET, and our commercial fit out in Sharjah article covers the emirate specific detail.
Where SEWA and Sharjah Civil Defence approvals sit
SEWA and Sharjah Civil Defence approvals run alongside the Municipality permit, not instead of it. The Municipality approves the building work, Civil Defence approves fire and life safety, and SEWA approves electrical load and water supply.
Civil Defence drawing approval and final inspection for a standard office fit out usually costs AED 1,000 to AED 3,000. SEWA approval for a load increase or a new meter connection runs AED 500 to AED 2,000, with the meter charge on top if the supply needs upgrading. Each adds 5 to 10 working days, and both can run in parallel with the Municipality review.

Timelines and re-submissions
A clean Sharjah fit out permit takes 10 to 20 working days from submission to issue. Technical review of the drawings is usually 3 to 7 working days of that.
- Collect the landlord NOC, trade licence copy and tenancy contract.
- The licensed contractor prepares architectural, MEP and Civil Defence drawing sets.
- Submit to Sharjah Municipality and pay the fees.
- Answer technical review comments, usually within 3 to 7 working days.
- Permit issues, work starts, and inspections follow at agreed stages.
- Completion inspection, certificate and handover.
Common rejection reasons that add cost
An unlicensed contractor on the application, a missing landlord NOC, drawings that fail technical review, or work started before the permit all push the file back. Each one typically adds AED 500 to AED 2,000 in re-submission, re-inspection or rectification cost and 5 to 15 working days. Starting work before a permit is the worst of them, because the Municipality can stop the site and require the work to be regularised.
"The site was clean when they left. We needed them fast on a running job. They finished the renovation on time. Good work from start to end." Davranbek Tashbayev, 5 stars, Google review

Who submits, the licensed contractor or the owner
The licensed contractor submits and signs the application. The owner or tenant signs the authorisation and pays the fees.
Sharjah Municipality expects the applicant to hold a valid contracting licence for that category of work, plus registered engineer cards for the site staff. An owner can engage an approved engineering office to prepare drawings, but the construction activity still has to sit under a licensed contractor. We hold the licence, register our engineers and handle the counter work across the UAE, from Sharjah to Dubai and Ajman. Only the portal and the fee line names change, and the commercial fit out permit Dubai route through DET is a useful comparison if you are weighing two emirates.
Frequently asked questions
How much does a Sharjah Municipality construction permit cost for a small office?
For a 3,000 sq ft office fit out, Municipality fees usually land between AED 6,000 and AED 8,000. Add AED 1,000 to AED 3,000 for Civil Defence and AED 500 to AED 2,000 for SEWA. Units under 1,000 sq ft often come in under AED 4,000 on the Municipality side.
How long does a Sharjah fit out permit take to issue?
Plan for 10 to 20 working days for a straightforward commercial fit out. Technical review alone is 3 to 7 working days. A re-submission after a rejection adds 5 to 15 working days.
Do I need a permit to renovate an existing shop in Sharjah?
Yes, if the work changes the layout, electrical circuits, plumbing or the permitted use of the unit. Repainting, new flooring and loose furniture changes do not need one. Any change to partitions or MEP does.
Can the owner apply instead of the contractor?
The application is normally submitted by the licensed contractor who will carry out the work. An owner can engage an approved engineering office to prepare drawings, but the construction has to sit under a licensed contractor's registration.
Are there extra fees if the permit is rejected?
Yes. Re-inspection runs AED 250 to AED 500 per visit, and a re-submission after a technical review failure adds AED 500 to AED 2,000 in consultant and re-submission cost. A missing landlord NOC and an unlicensed contractor on the file are the two most common causes.
