Why Sharjah is not Dubai rules: who approves what
Sharjah has its own approval stack and none of the Dubai authorities have jurisdiction inside the emirate. If a consultant sends a DEWA load application or a Dubai Municipality drawing set for a Sharjah unit, the submission is rejected and weeks are lost.
Sharjah Municipality building permit
The municipality approves the building permit, the fit out drawings and the completion certificate. Layout changes, shopfront changes, mezzanine additions and structural openings all go through them, and the drawings must come from a consultant or contractor holding a trade licence valid in Sharjah. This is the core of any Sharjah Municipality fit out permit.
Civil Defence
Civil Defence reviews the fire strategy, exits, emergency lighting, alarm zoning, kitchen hood suppression and assembly occupancy. Restaurants, cafés, clinics and showrooms open to the public get the closest reading and the most comments.
SEWA for power and water
SEWA handles the electrical load application, the meter and the water connection, and no SEWA fit out approval means no energisation. A café with combi ovens, a walk in chiller and an exhaust fan will often exceed the building load, so a load study sits at the front of the programme.
Free zone routes
SAIF Zone, Hamriyah Free Zone and Sharjah Research Technology and Innovation Park each run an internal approval first, then coordinate with the municipality and Civil Defence. Timelines are usually shorter because a single authority acts as gatekeeper.
Onshore plots
Onshore units in Al Qasimia, Industrial Areas 1 to 13, Muweilah, Al Khan and University City go directly through Sharjah Municipality. Older buildings in Industrial Area 4 often need an electrical load review before the drawing set is even stamped.

Scope of a commercial fit out in Sharjah
Scope follows what the landlord hands over. CAT A is a shell and core or base building condition. CAT B is everything needed to trade from it.
CAT A
Base building MEP to the floor, bare slab, unfinished ceiling void, no partitions and no finishes.
CAT B

Do I need a Sharjah Municipality permit for a fit out?
Yes, if you are changing the layout, the MEP services, the shopfront or the use of the unit. The drawing set goes to Sharjah Municipality, and Civil Defence reviews it separately when the unit has F&B or assembly occupancy. A paint and flooring refresh with no layout change usually needs landlord approval only.
Is SEWA the same as DEWA?
No. SEWA is the Sharjah Electricity, Water and Gas Authority and it governs Sharjah connections only. DEWA covers Dubai and has no jurisdiction in Sharjah, so a DEWA load application will not be accepted on a Sharjah unit. If you operate in both emirates you need two applications and two sets of approvals.
How long does a Sharjah fit out take?
