Sharjah Municipality construction permit fees for commercial fit out (2026)
Municipal permit fees for a commercial fit out in Sharjah usually land between AED 4,000 and AED 9,000 on a 150 m² retail shell. That covers the municipality lines only, so budget separately for Sharjah Civil Defence, SEWA and any SEDD licence amendment.

Who issues what in a Sharjah fit out
Sharjah Municipality issues the fit out permit, approves the drawings, runs the inspections and issues the completion certificate. Four other authorities sit around it, and each one bills separately.
Sharjah Municipality
This is the building permits section. For an existing shell you apply for a fit out permit rather than a new construction permit, but both come from the same fee schedule. The municipality also checks that your contractor is registered in Sharjah and licensed for the works.
SEDD trade licence
Sharjah Economic Development Department holds your trade licence, and the activity on it must match what you are building. A restaurant licence does not cover retail, and the municipality will not process a fit out for an activity you are not licensed for. Licence and location amendments usually cost AED 1,500 to AED 5,000 and sit outside the permit fee.
Sharjah Civil Defence
Fire alarm, sprinkler, emergency lighting and kitchen extraction drawings are approved here. On F&B units the extraction and suppression package is the part that stalls projects, so we scope it early using what we know about commercial kitchen fit out costs and approvals.
SEWA
Sharjah Electricity and Water Authority handles load approval, meter and connection. A small retail shell usually needs load verification rather than a new connection.
If you are weighing up emirates, the commercial fit out permit Dubai approval map sets the two routes side by side.
The fee lines you actually pay
Sharjah charges fit out fees line by line, not as one lump sum. Treat the ranges below as indicative, because the municipality revises its schedule from time to time.
| Fee line | Charged on | Indicative AED |
|---|---|---|
| Fit out permit application | per application | 500 to 1,000 |
| Drawing and blueprint approval | per drawing set, area based | 1,200 to 3,000 |
| Works inspection | per visit | 300 to 800 |
| Fit out completion certificate | per certificate | 500 to 1,500 |
| Signboard and advertising permit | per sign, per year | 500 to 2,000 |
| Activity clearance where required | per activity | 500 to 1,500 |
Those are municipal lines only. Civil Defence, SEWA and SEDD bill on their own counters.
A worked example for a 150 m² retail shell in Al Qasimia with a fit out contract of AED 350,000. Application AED 700, drawing approval AED 2,000, two inspections AED 800, completion certificate AED 900 and one signboard at AED 1,200. That totals AED 5,600, inside the AED 4,000 to AED 9,000 band. Add Civil Defence at AED 1,500 to AED 3,000 and a SEDD location amendment near AED 2,000, and the full approval package is about AED 9,000 to AED 14,000, roughly 2.5 to 4 percent of the fit out value.
Keep every receipt in the project file. The completion certificate and any deposit release both reference them.

What drives the fee up or down
Four things move the municipal number: floor area, change of use, the structural and mechanical scope, and the number of drawing revisions.
Area is the simplest. Drawing approval and inspection fees climb with square metres, so a 400 m² restaurant pays visibly more than a 150 m² shop for the same paperwork.
Change of use is the expensive one. Turning a warehouse unit into a restaurant, or a shop into a clinic, can trigger a heavier review and sometimes a fresh building permit instead of a simple fit out. This is the most common reason a permit budget doubles.
Structural and mechanical scope adds drawings. A new mezzanine, a slab opening, a long kitchen extraction route or a bigger electrical load means more sheets for the reviewer and often more fee.
Revisions cost time and sometimes money. Every resubmission after a rejection adds roughly a week and can carry a charge. A complete set the first time is the cheapest route.
Timeline from NOC to completion certificate
Allow 4 to 8 weeks on the municipality side and run it parallel to a 10 to 14 week fit out. Started on day one, approvals rarely sit on the critical path.
- Landlord NOC and tenancy contract. The NOC must name the exact unit and the permitted works.
- SEDD licence check or amendment for the location and activity.
- Appoint a contractor registered in Sharjah and submit the drawing set with the application.
- Municipality drawing review, 1 to 3 weeks when the set is complete.
- Civil Defence review of fire and life safety drawings, in parallel.
- Permit issued, site handed over, inspections at agreed stages.
- Final inspection and completion certificate, usually 1 to 2 weeks after the request.
We needed them fast on a running job. They finished the renovation on time. Good work from start to end. Davranbek Tashbayev, 5/5
Common rejection reasons and how to avoid them
Most rejections come from paperwork, not design. These five cover the majority we see.
- Drawing sets that are incomplete: no MEP layouts, no scale bar, no title block, no fire strategy.
- A landlord NOC that is missing, expired or names the wrong unit.
- A contractor who is not registered in Sharjah, or whose licence activity does not match the works.
- Change of use submitted without SEDD approval first.
- A resubmission with no transmittal sheet showing what changed.
The fix is boring and it works. One coordinated drawing set from the architect and MEP engineer, the NOC in hand before submission, the contractor registration checked on day one, and a short call with the reviewer on anything unusual. On F&B jobs we also confirm the extraction route with the building before drawings are finalised.

How to budget permit fees into a Sharjah fit out BOQ
Carry permit fees as a separate provisional sum in the BOQ, not as a percentage buried inside preliminaries. You then see the number, control it and reconcile it at handover with receipts.
Allow 2 to 4 percent of the fit out contract value for the whole approval package and split the line by authority: municipality, Civil Defence, SEWA, SEDD. Agree who pays what in the contract. The tenant normally pays permit fees, while the landlord usually covers base building items such as a main sprinkler upgrade. Tie a payment milestone to the completion certificate so the last invoice is not paid before the paperwork closes.

Frequently asked questions
How much are Sharjah Municipality construction permit fees for a commercial fit out?
For a 150 m² retail shell with a fit out value around AED 350,000, municipal fees usually fall between AED 4,000 and AED 9,000. Add Sharjah Civil Defence, SEWA and any SEDD licence amendment, and the full approval package typically lands at AED 9,000 to AED 14,000.
How long does a Sharjah fit out permit take to approve?
Allow 4 to 8 weeks from a complete submission to the completion certificate. Drawing review alone is 1 to 3 weeks when the set is complete, and each rejection adds roughly a week.
Do I need a fit out permit for minor works in an existing shop?
Cosmetic work with no layout, MEP or structural change sometimes qualifies for a lighter route, but you still need the landlord NOC and written confirmation from the municipality. Get that in writing before you start, because unpermitted works surface at licence renewal.
Can one contractor handle the drawings, the permit and the fit out?
Yes, provided the contractor is registered and licensed in Sharjah for the activity. Monde handles the drawing package, submissions, inspections and the physical fit out under one contract, which removes the gap where designer and site team point at each other.
What is a fit out completion certificate and why does it matter?
It is the municipality document confirming the unit was built as approved. You need it to keep the trade licence clean, to release any municipality deposit and to close the job with the landlord. Without it, the unit can be treated as unauthorised works at the next inspection.
Is the signboard permit included in the fit out permit?
No. Signboard and advertising permits are a separate application with an annual fee, usually AED 500 to AED 2,000 depending on size and illumination. Apply once the shopfront is finished, so the dimensions on the drawing match what is installed.
