Permits and approvals: DET, Civil Defence, DEWA and landlord NOC
A commercial office renovation in the UAE needs three things before anyone lifts a tool: a landlord NOC, a fit out permit from the relevant authority, and Civil Defence approval for anything touching fire and life safety. A straightforward office floor normally clears approvals in 2 to 4 weeks.
- Landlord NOC: stamped layout and MEP drawings, contractor trade licence, insurance certificates, method statement and programme.
- Building permit: submitted through Dubai Municipality with the contractor's DET trade licence attached. Free zone offices apply through their own authority, such as DMCC, DIFC, TECOM or JAFZA.
- Civil Defence: needed when partitions affect escape routes or when the sprinkler layout, fire alarm points or smoke extraction change. Expect shop drawings and an inspection before handover.
- DEWA: required if you add electrical load, change the meter or alter the sub-main. Load applications add time to the programme.
