Permits and approvals for a café in Dubai
Four approvals stand between you and trading: a DET trade licence with the right food activity, Dubai Municipality food premises approval, Dubai Civil Defence approval and a live DEWA connection. They run in sequence, and food premises approval depends on the layout you submit, so drawings come first.
- DET trade licence. Add the correct activity for a café, coffee shop or restaurant on the unit you are actually fitting out. The licence ties back to the unit number and the landlord NOC.
- Dubai Municipality food premises approval. Submit the kitchen layout, finishes, drainage, ventilation and pest control plan. Inspectors check grease trap sizing, handwash basins and separation between raw and ready-to-eat prep.
- Dubai Civil Defence. Fire alarm, emergency lighting, exit signage, extinguishers and kitchen suppression. Approval normally follows a site inspection.
- DEWA connection and meter. Apply early. If the kitchen load exceeds the existing supply, the upgrade adds weeks and real money.
- Food safety training. At least one person on site needs the approved food safety qualification, and the premises need a named person in charge.
Outside Dubai the route is similar but the names change. Abu Dhabi food premises approval runs through ADAFSA with DMT involvement, and Sharjah runs through Sharjah Municipality and SEDD. Each authority reads the kitchen layout differently, so an opening that covers more than one emirate needs extra drawing time and a slightly higher approval budget.
Café fit out timeline: 10 to 14 weeks
A straightforward 500 sq ft café takes 10 to 14 weeks from appointment to handover, because approvals overlap design and the early site works.
- Weeks 1 to 3: concept, layout, kitchen design and authority drawings.
- Weeks 3 to 7: submissions to DET, Dubai Municipality and Civil Defence, plus the DEWA application.
- Weeks 5 to 7: enabling works, strip-out, setting out and MEP first fix.
- Weeks 7 to 12: ducting, kitchen installation, joinery, tiling, painting and ceiling.
- Weeks 12 to 14: MEP second fix, equipment commissioning, authority inspections, snagging and handover.
Add two to four weeks if the unit is shell and core, if DEWA needs a supply upgrade, or if the landlord restricts work to night hours only.
Fit out choices that protect your margin
The decisions that hurt café margins are usually taken before the first tile goes down.
- Grease trap sizing. An undersized trap fails inspection and gets replaced at your cost. Size it to the fixtures, not to the cheapest line on the quote.
- Ventilation and ODA. Exhaust has to reach an approved discharge point. On some units that means a long duct run through the ceiling void, which is far cheaper to design now than to retrofit later.
- Utility capacity. Check the DEWA load and the drainage invert level before you sign the lease. A drainage fall that does not work can kill a layout.
- Seating density. More covers is not automatically more profit. Keep service aisles wide enough for staff and for Civil Defence egress.
- Cold storage. If the menu needs a cold room, it needs floor space and power. Decide before joinery goes in.
- One programme. Keeping MEP, kitchen and finishing trades under one contractor avoids the gap weeks that quietly add a month to a coffee shop fit out.

Choosing a café fit out contractor in Dubai
Most café project problems come from coordination rather than one bad trade. The cheapest quotes often leave out MEP upgrades, grease traps or authority submission fees, and those gaps surface at inspection stage.
- Who is on site. A contractor with its own workforce controls the programme. Subcontracting every trade means your opening waits on someone else's diary.
- Who manages it. A named project manager who attends inspections and answers the phone.
- What the quote includes. Ask for a line for permits, a line for the DEWA application and a line for grease trap and extraction. If they are missing, the price is not comparable.
